Sydni Kobayashi, the sister of missing woman Hannah Kobayashi, is reacting to the Los Angeles Police Departments new “voluntary missing person” classification of Hannah, saying the family is “confused and frustrated.” NBC News’ Tom Llamas also speaks to the family’s attorney Sara Azari on what this classification means.
