The crash happened about a week and a half after an 18-vehicle collision on Interstate 35 in North Austin killed five people and injured more than a dozen others.
Police say the crash on March 13 was caused by semitruck driver Solomun Weldekeal Araya, 37, who failed a sobriety test, according to an arrest affidavit. Investigators believe Araya was under the influence of central nervous system depressants that are a broad category of drugs including sedatives, the document said.

Araya told police his brakes failed to work as he approached a traffic bottleneck caused by a resurfacing project, the affidavit said. He has been charged with five counts of intoxication manslaughter and two counts of intoxication assault.
