Putin apologizes for plane crash but stops short of taking responsibility

Russian President Vladimir Putin apologized to the president of Azerbaijan after the fatal Azerbaijan Airlines plane crash but stopped short of claiming responsibility. U.S. military officials say the U.S. has intelligence indicating the Russians may have believed the airliner was a drone and shot it down.
