State police said Shapiro arson suspect ‘clearly had a plan’ and was ‘very methodical’

The arson suspect believed to have set Pennsylvania Gov. Josh Shapiro’s house on fire on the first night of Passover “clearly had a plan” and was “very methodical,” officials said.

Cody Balmer, 38, of Harrisburg, is expected to face charges of attempted murder, terrorism, aggravated arson, and aggravated assault against an enumerated person. Balmer may also face federal charges, authorities said.

Balmer “forcibly entered” Shapiro’s home early Sunday morning, just hours after the governor had guests over for Passover, and used homemade incendiary devices to set the home on fire as Shapiro and his family slept, Lt. Col. George Bivens of the Pennsylvania State Police said.

“He clearly had a plan,” Bivens said, according to CNN. “He was very methodical in his approach.”

While authorities have said the attack was “targeted,” a motive was not immediately known.
